Progress has been made over recent decades in establishing laws and policies that protect human rights, but the full and meaningful implementation of these rights remains an enormous challenge. To more fully realize the complete range of human rights, we support advocacy, research and educational efforts around the world. Our work places particular emphasis on the most vulnerable, including women; migrants and refugees; and racial, ethnic and sexual minorities. Our global network of offices enables us to engage with and support a broad range of organizations. Working at local, national and international levels, we support activities that help achieve the human rights protections articulated in international law and in the Universal Declaration of Human Rights, including economic, cultural and social rights as well as civil and political rights.

A Focus on Creating New Vibrancy in the Social Sciences When the Ford Foundation opened its Moscow office in early 1996, higher education and scholarship were among the top priorities. Early grants focused on the social sciences because these disciplines, severely hampered under the Soviet system, would be essential to developing and understanding the new democracy in Russia. From 1996 through 2005, Ford invested more than $25 million in higher education and scholarship in Russia through three initiatives designed to strengthen academic innovation and create strong academic communities of scholars. Ford was not alone in these efforts. Many other donors decided to focus support on the development of a vibrant civil society in Russia, with an emphasis on institutions of higher education.

Partnering on Key Issues To focus our efforts, the foundation's program goals are organized in six work units and 13 individual fields. We work closely with a broad array of people and organizations within each field, seeking the best ideas and a clear understanding of how our support can help advance progress.
